Job Title: Project Manager – Oracle CCB Implementation
Location: Seattle, WA (Remote – Onsite as Needed, 1-2 times per year)

Overview:
We are seeking a seasoned Project Manager to lead a long-term initiative involving the implementation or upgrade of Oracle Customer Care & Billing (CCB) for a large public-sector client in the Seattle area. The ideal candidate will bring a strong background in managing full project lifecycles, especially within utilities (water/electric), and navigating the complexities of both cloud and on-prem environments.
This project will require occasional onsite presence in Seattle, so candidates must be located within a commutable distance or open to travel as needed.
Key Responsibilities:

Lead the planning, execution, and delivery of a major Oracle CCB implementation or upgrade project.

Manage the full RFP lifecycle, including drafting, evaluation, and contract negotiation.

Coordinate across internal teams, vendors, and stakeholders to ensure clear communication and timely deliverables.

Oversee risk management, resource allocation, and budget tracking throughout the project lifecycle.

Ensure alignment with industry best practices and regulatory requirements, especially within utility operations.

Prepare regular status reports and present updates to executive leadership and other stakeholders.
Required Qualifications:

Proven experience with Oracle Customer Care & Billing (CCB) – implementation or upgrade.

Strong experience leading full RFP processes – including drafting, evaluating responses, and negotiating vendor contracts.

Excellent communication, stakeholder management, and vendor coordination skills.
Preferred Qualifications:

Background working within the utility sector (ideally both water and electric).

Experience managing projects involving both cloud and on-premise infrastructure.

Familiarity with large-scale City of Seattle technology initiatives or similar government/public sector programs.
